BCPS Literacy Foundation
Our Why
Reading and writing are not natural processes. Unlike oral language, the brain is not biologically wired to read and write. Literacy develops through explicit, systematic instruction that strengthens interconnected cognitive systems over time.
Since we believe that literacy is foundational to academic success, opportunity, and empowered citizenship, Byron Center Public Schools is committed to developing both the skill and the will to read and write with the goal of building a love for doing so within the student.
We believe literacy is everywhere. It lives in every discipline, every career pathway, and every community conversation. Our responsibility is to ensure that every student leaves our system as a confident, capable, and critical reader and writer.
We believe every student can achieve at high levels and we will do what it takes to support their needs and build a lifelong love of reading and writing.
Our Desired Outcomes
Through this literacy foundation, Byron Center students will:
- Develop strong, automatic foundational skills
- Build deep knowledge and vocabulary
- Read and write widely and independently
- Think critically and communicate effectively
- See themselves as capable, confident readers and writers
- Recognize literacy as a lifelong pathway to opportunity
Our Commitments
We Build a Culture of Reading and Writing
We cultivate environments where literacy is visible, valued, and celebrated across classrooms and content areas. Students understand that reading and writing are not just school tasks — they are lifelong tools for curiosity, connection, and growth.
We strive to help students see that:
- Reading and writing exist in every discipline and every career path.
- Reading and writing connect us to ideas, people, and perspectives.
- Reading and writing are both purposeful and joyful.
We Teach Reading Explicitly and Systematically
Rooted in the Science of Reading research, we provide high-quality, evidence-based instruction that intentionally develops the two parts of Scarbrough’s Reading Rope. Each strand must be intentionally developed and woven together until reading becomes increasingly fluent and automatic. These two strands include:
- Foundational Skills (phonemic awareness, phonics, fluency)
- Language Comprehension Skills (vocabulary, background knowledge, syntax, text structures, and discourse)

Students receive:
- Clear modeling and explicit instruction
- Structured practice
- Meaningful time-on-text
- Scaffolding as needed
We ensure that practice is purposeful, sustained, and responsive so students can apply skills independently and confidently.
We Provide Access to High-Quality, Diverse Texts
Students engage with texts that are:
- Rich in content and knowledge-building
- Representative of diverse cultures, identities, and perspectives
- Reflective of students’ lived experiences
- Windows into worlds beyond their own
We also provide ample opportunities for students to read texts they are genuinely interested in, recognizing that engagement strengthens stamina, motivation, and identity as a reader.
We Develop Critical Thinkers
Literacy instruction goes beyond decoding and recall. We equip students to:
- Analyze and evaluate ideas
- Interpret multiple perspectives
- Ask meaningful questions
- Support claims with evidence
- Engage thoughtfully in discussion
Students learn to think critically about what they read and how it connects to the broader world.
We Provide Tiered, Responsive Support
We believe every student can grow as a reader and a writer.
Through a multi-tiered system of support, we:
- Identify needs early
- Provide targeted interventions
- Adjust instruction based on data
- Deliver the next right skill at the right time
Support is proactive, responsive, and designed to accelerate progress — not limit potential.
We Believe in the Power of a Strong Partnership Between School and Home
Building strong lifelong readers and writers is a shared responsibility that extends beyond the school walls.
